Transportation Improvement Program
The Transportation Improvement Program (TIP) is a priority list of capital improvement projects developed for the transportation system in Hampton Roads. Federally mandated by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users for the 21st Century (SAFETEA-LU), the TIP includes specific, agreed-upon projects for the cities and counties throughout the region. The TIP lists all projects for which federal funds are anticipated, along with non-federally funded projects that are regionally significant. The TIP is multi-modal; it includes highway and public transit projects, as well as bicycle, pedestrian, and freight-related projects. The TIP list includes each project's location, description, estimated cost, funding sources, projected allocations, schedule and status. The Transportation Improvement Program also includes projects that are funded from the federal government through the Regional Surface Transportation Program (RSTP) and Congestion Mitigation and Air Quality (CMAQ) Program. The Hampton Roads Metropolitan Planning Organization (MPO) is responsible for allocating these funds to cities and counties in the region for appropriate transportation projects. Projects that improve road conditions and methods of travel are potential candidates for RSTP funds, and projects that improve traffic flow and air quality are potential recipients of CMAQ funds. The HRPDC staff coordinates the selection process for project proposed for RSTP and CMAQ funding. The HRPDC has an on-line Project Selection Process that provides an efficient and time-saving method for its member jurisdictions to submit applications for funding of local CMAQ and RSTP projects. | ||||||||||||||||||||||||||||||||||||||||||||||
