Rural Long-Range Transportation PlanningIn July of 2006, VDOT instituted a new initiative for the Rural Transportation Planning Program aimed at creating rural regional transportation plans across Virginia to complement planning efforts in the metropolitan areas of the state. These plans will address highways, bicycle/pedestrian, freight, aviation and transit systems. The development and components of the Rural Long Range Plan (RLRP) are modeled after the federally mandated metropolitan transportation planning process (continuing, comprehensive, and cooperative). The Hampton Roads RLRP will be developed by evaluating the transportation system with respect to existing and projected population and employment in the rural areas. It will recommend a range of transportation improvements to best satisfy existing and future transportation needs. The RLRP has a minimum planning horizon of 20 years and must be updated every 5 years. The recommendations of the RLRP will serve as a foundation for identifying Interstate and Primary system priorities for the Six-Year Improvement Program as well as the Secondary Six-Year Program. This list of recommendations will also be used in the statewide transportation planning process to better quantify the statewide magnitude of needs. Objectives of the RLRP include:
