Transportation ProgramsLong Range Transportation Plan In accordance with federal regulations, the HRPDC produces a Long Range Transportation Plan every four years that addresses a planning horizon of 20 years. The purpose of the plan is to identify deficiencies in the transportation system and provide projects and programs designed to resolve such deficiencies. More info... Rural Long Range Transportation Plan In July of 2006, VDOT instituted a new initiative for the Rural Transportation Planning Program aimed at creating rural regional transportation plans across Virginia to complement planning efforts in the metropolitan areas of the state. Regional Congestion Management Process In 1996, federal regulations required that a Congestion Management Process (CMP) be in place in all Transportation Management Areas with a population over 200,000. The HRPDC has established a CMP and identified severely congested roadways, what is being done to reduce congestion, and potential strategies to improve traffic flow. Read our report. More info... Intermodal Management System The Hampton Roads Intermodal Management System (IMS) involves all forms of transportation in the connections and movements of goods and people over air, land and sea. Intelligent Transportation System A system of advanced technologies, known as the Intelligent Transportation System (ITS), is being used to develop strategies to help reduce traffic congestion and increase safety on our roadways. The HRPDC provides support to local communities in ITS endeavors. More info... Transportation Improvement Program The Transportation Improvement Program (TIP) is a financially constrained priority list of projects developed for the transportation system in Hampton Roads. Federally mandated, the TIP includes specific, agreed-upon priority projects for the cities and counties throughout the region. More info... Air Quality "Safe, Accountable, Flexible, Efficient, Transportation Equity Act - A Legacy for Users (SAFETEA-LU)" requires that the metropolitan planning process be closely coordinated with the mandates of the Clean Air Act in the development of transportation plans and programs. The Virginia Department of Transportation (VDOT) is responsible for conducting air quality conformity analysis for regional transportation plans and programs As the technical support staff for the Hampton Roads Metropolitan Planning Organization, the HRPDC assists VDOT in the development of transportation control strategies that will help Hampton Roads attain the air quality standards.
