Intermodal Management System

The Hampton Roads Intermodal Management System (IMS) Plan includes the connections and movements of goods and people over air, land and sea, involving all forms of transportation. The existing IMS Plan consists of the following:

  • Inventory of Intermodal System facilities and conflict points

  • International, Domestic and Regional freight movement

  • Preliminary Intermodal Deficiency Plan for Freight and Passenger Movement

The HRPDC completed an analysis of freight movement into and out of Hampton Roads, resulting in 1996, 1998, 2001, and 2007 reports, Intermodal Management Systems: Regional Freight Study (Report). The 2007study includes:

  • International Freight Movement through the Port of Hampton Roads

  • Nationwide Freight Movement in and out of Hampton Roads

  • Statewide Freight Movement in and out of Hampton Roads

  • Local Freight Movement in Hampton Roads

  • Regional Truck Data Analysis
