Stormwater Management ProgramThe sixteen local government agencies of the HRPDC and the Town of Smithfield are dedicated to protecting the region's waters by addressing both the quantity and quality of stormwater runoff from urban areas. The HRPDC has worked with the region's local governments to develop and implement a regional strategy to address stormwater quality issues affecting the region. A Regional Stormwater Management Memorandum of Agreement was initially created in 2003 by the Regional Stormwater Management Committee and provides guidance for the regional strategy, setting out the goals, responsibilities, and key elements for a cooperative and regional approach to stormwater management. The Hampton Roads Regional Stormwater Management Program is built upon a series of cooperative initiatives in the following areas:
The above cooperative initiatives aid the cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, and Virginia Beach in meeting some of the requirements of their individual Stormwater Permits. In addition, the regional program helps the cities of Poquoson, Suffolk and Williamsburg, and the counties of Isle of Wight, James City, and York to meet some of the requirements necessary for stormwater discharge coverage under the General Permit. NewsChanges to Stormwater RegulationsThe Virginia Department of Conservation and Regulations has issued a notice of intended regulatory action (NOIRA) describing proposed changes to the Stormwater General Permit. In addition, DCR is in the process of changing the technical criteria, administrative procedure, and fee requirements of the Virginia Stormwater Managment Program (VSMP) Permit Regulations.
