Joint Land Use Study (JLUS)

The Hampton Roads Planning District Commission (HRPDC), on behalf of and in cooperation with the Cities of Chesapeake, Norfolk and Virginia Beach, Virginia and the U.S. Navy, coordinated the conduct of a Joint Land Use Study (JLUS). This study, which was conducted under the auspices of the Department of Defense Office of Economic Adjustment (OEA), addressed land use issues associated with the operation of Naval Air Station (NAS) Oceana, Naval Auxiliary Landing Field (NALF) Fentress and Chambers Field (formally Naval Air Station Norfolk).

The JLUS was conducted by a Technical Committee of staff members from the participating cities and the U.S. Navy under the guidance of a Policy Committee comprised of elected officials and senior staff. The lead consulting firm was EDAW, Inc. Select the "team" link above for a complete listing of key participants in the study.

The Hampton Roads JLUS was a public process. The final recommendations reflect inputs and comments from numerous meetings with stakeholder groups and public hearings.

The final Hampton Roads JLUS Report was endorsed by the Policy Group on April 21, 2005 and forwarded to the City Councils of Chesapeake, Norfolk and Virginia Beach for further action.

The final JLUS Report and an Executive Summary will be available for download at the "documents" link above by April 30, 2005. Persons requiring a paper copy of the JLUS Report should contact the Planning Department of the City of Chesapeake, Norfolk or Virginia Beach.
