Urban Area Security Initiative (UASI)In early 2007, the Department of Homeland Security designated Hampton Roads as a high-threat urban area, meaning that Hampton Roads can compete with other regions for DHS funds earmarked for the Urban Area Security Initiative. UASI funds address the unique multi-discipline planning, operations, equipment, training and exercise needs of high-threat, high-density urban areas, and help them prevent, protect against, respond to and recover from acts of terrorism. Working through the Hampton Roads Planning District Commission (HRPDC), an Urban Area Working Group (UAWG) was formed to include all 16 localities to further work towards strengthening the region. The organizational chart shows how UASI projects are selected, supported, and managed. On January 17, 2007, the Chief Administrative Officers (CAO’s) met to discuss the UASI grant submission and management. The CAO’s adopted a governance structure (see organizational chart below) to approve the submission(s) and it includes all 16 of the HRPDC jurisdictions. The CAO’s also asked the HRPDC to manage the FY07 grant application, submission, and potential award. All decisions and governance procedures have and will continue to follow the HRPDC Charter Agreement and Bylaws. Per the FY07 grant guidance, we are defining our urban area as representing over 1.6 million people and it includes 16 jurisdictions: the Cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, and Williamsburg, and the Counties of Gloucester, Isle of Wight, James City, Southampton, Surry, and York. State and Local Cooperation Chart UASI Grant Program DHS released the guidance for the 2007 Urban Areas Security Initiative Nonprofit Security Grant Program. The Hampton Roads region’s Nonprofit Organizations are eligible to apply for these funds. SEE FACT SHEET BELOW FOR SPECIFICS ON GRANT REQUIREMENTS. The Hampton Roads Planning District Commission (HRPDC) will coordinate the development and submission of the grant projects (typically called Investment Justifications, or IJs, by DHS) for the region in cooperation with the Office of Commonwealth Preparedness (OCP) and the Virginia Department of Emergency Management (VDEM). | ||||||||||||||||||||||||||||
