Hampton Roads Interoperable Communications Advisory Committee (HRICAC)

In February 2003, HRPDC applied for and won an Urban Area Security Initiative Port Security Grant ($6,000,000), initially managed by the Transportation Security Agency and subsequently transferred to the Department of Justice and Office of Domestic Preparedness. A Regional Communications Committee (RCC) was formed to reach a consensus on how best to use the funds. Consensus was reached to link each jurisdicftion's Emergencfy Operations Center over a secure network that would provide data, voice & video teleconferencing capabilities. Nearing finalization of hardware roll-out, the RCC formed the Hampton Roads Interoperable Communications Advisory Committee (HRICAC) with a proposed Governance Model on March 8, 2006. HRICAC's responsibility is to address interoperability opportunities and/or projects in the region, first focusing on oversight and management of the Hampton Roads Tactical Area Network (HRTacRAN). End User protocols are currently being developed in consultation with REMTAC.
